No stone in the area?
Hyson Cells can be used to construct a wall by confining river sand. The wall may be trafficked by vehicles and it may be delivered ex factory with sloping walls cut to the required angle. The "core" should be covered with a Hyson Cells-with-concrete erosion blanket.
